Just add the following registry key to disable that dialog and skip directly to “Open With”:
HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\Explorer\
DWORD: NoInternetOpenWith – Value: 1

I tried all the tricks in the book, patiently waited for SP1, but no dice. Today I stumbled onto this blog post promptly solving all my issues.
